In
1989, the New Hampshire legislature established, by RSA
186-C:3-b, the Advisory Committee on the Education
of Children/Students with Disabilities. This
committee advises the Commissioner of Education on issues related
to special education, and promotes communication and cooperation
among individuals involved with students with disabilities.
In addition, the committee is charged with reviewing the federal
financial participation and the level of state funding to determine
their impact on the programs and delivery of services to children/students
with disabilities throughout the state. Specific responsibilities
of the Committee include: advising the Department of Education (DOE)
regarding unmet needs within the state in the education of children
/students with disabilities; provide an annual report to the Governor
and the State Legislature on the status of education of students
with disabilities in New Hampshire; Comment publicly on the state
plan and rules or regulations proposed for issuance by the state
regarding the education of children/students with disabilities;
assist the state in developing and reporting such information and
evaluations as may assist the U.S. Secretary of Education in the
performance of responsibilities under the Individuals with Disabilities
Education Act (IDEA); advise the DOE in developing corrective action
plans to address findings identified in federal monitoring reports;
advise the DOE in developing and implementing policies relating
to the coordination of services for children/students with disabilities.
The Department of Education provides the Committee with administrative
support.

The
New Hampshire State Advisory Committee on the Education of Children/Students
with Disabilities' ( SAC ) acts as a State Special Education
Advisory Panel . Their purpose is to provide policy guidance
with respect to special education and related services for children
with disabilities in the state. The committee meets monthly during
the school year to discuss critical issues impacting the services
of children with disabilities. The committee is made up of stakeholders
throughout the state. The majority of the committee consists of
individuals with disabilities and parents of children with disabilities.
These individuals represent all stakeholders in the State. This
group provides advice to the State Education department and welcomes
public input. The committee agenda includes a time when the public
can comment on the committee's priorities and/or other issues they
are interested in bringing to the committee. Public input can be
delivered in several ways; by e-mail, written or verbally at a committee
meeting. There are guidelines for input such as:
Know the time on the agenda when public
input is received
Limit comments to no more than five
minutes
Be factual and objective; please do
not mention a student and/or school staff by name.
If appropriate, comment on positive
things that are happening.
Provide comments on things that need
to improve; offer suggestions on how they can be improved.

The State
Advisory Committe on the Education of Students with Disabilitites
meets monthly ~ the first Wednesday of
each month, 4:00 PM to 6:00 PM at the New Hampshire
State Department of Education ~ Room 15. Scheduled
meetings are as follows:
