English for Speakers of Other Languages (ESOL) Program, K-12

 

 

The mission of the ESOL Program is to ensure that all English Language Learners in New Hampshire are given an equitable, appropriate, and academically challenging education. More than 4000 English Language Learners (ELLs) attend public and private New Hampshire schools and speak 120 languages.  They come to this state as immigrants with their families or as adoptees joining a new family.  Among the immigrants are many refugees who have been resettled in New Hampshire communities.  The New Hampshire Department of Education ESOL Program assists schools in providing the best possible education for these children.

Title IIILanguage Instruction for Limited English Proficient (LEP) and Immigrant Students

The ESOL Program is funded through the Office of English Language Acquisition (OELA) at the US Department of Education (www.ed.gov/about/offices/list/oela and  www.ncela.gwu.edu) under the legislative authority of Title III, No Child Left Behind. With Title III funds, the ESOL Program provides technical assistance and training to teachers, administrators, and other stakeholders; collects data about LEP students; awards Title III grants; and publishes and purchases educational materials that enable teachers, parents, and administrators to help English Language Learners succeed academically and socially. Title III funds also are used to help eligible districts which have experienced a significant increase in enrollment of new immigrant children.

Assessment of English Language Proficiency

The ACCESS for ELLs ® test is administered annually to assess the proficiency level of all LEP students in the domains of speaking, listening, reading, and writing. New Hampshire English Language Proficiency Standards 

New Hampshire is a member of the WIDA Consortium.  In 2004, the New Hampshire State Board of Education adopted the WIDA English language proficiency standards.  The WIDA standards provide educators of ELLs with a curriculum and assessment planning tool for content area objectives.

Library Collection of ESOL Educational Materials

Available at the library of the University of New Hampshire – Manchester (UNH-M), 400 Commercial Street, Manchester, NH. ESOL teachers and tutors who are not UNH alumni need to obtain an official letter from their school administrator in order to check out materials from the collection. If you are not a UNH alumnus/a or an ESOL teacher, please contact Angela Newhall at (603) 271-6692 or Angela.Newhall@ed.state.nh.us for a letter qualifying you for a special access library card.  If you would like to check out ESOL materials from a distance, please contact Annie Donohue, UNH Librarian, at (603) 641-4123 for details.

Directions to UNH-Manchester
From the south, take 93N to 293N, exit 5 ( Granite St. ), take a right at bottom of ramp, go over the bridge, and take the first left onto Commercial Street . From the north, take 93S to 293S, exit 6 (sign says "Amoskeag Bridge"). Go over the bridge, exit right onto Canal Street , take first right onto Commercial Street . 400 Commercial is an old brick mill building and is on the left coming from the south and on the right coming from the north. The library is in the basement.

ESOL Network Meetings

South Central ESOL Network will be meeting the second Tuesday of each month at the New Hampshire Technical Institute (NHTI) in Concord this year. Meeting will be held in Beverly Grappone Hall, Room 217 from 4:00pm to 5:45 pm. Directions and map at:http://www.nhti.edu/directions.html

Upper Valley TESOL Network Meetings
The Upper Valley TESOL Network meets the first Wednesday of every month at about 3:00 at Seminary Hill School at 20 Seminary Hill in West Lebanon, New Hampshire. Meetings are held in the white annex in front of the school. Take the long ramp across from the front door of the school.
