Education Consultant I - Nutrition
The New Hampshire Department of Education, Division of Program Support – Bureau of Food and Nutrition is seeking applications for a full time Education Consultant to plan, analyze, interpret and monitor technical federal and state nutrition education research, data and programs necessary to perform professional and administrative duties for compliance with federal and state regulations by providing technical assistance and consulting services to local sponsors and school districts.
ACCOUNTABILITIES:
- Develops procedures for bureau policies based on federal, state and department policy for the federal Child Nutrition Programs to include the National School Lunch Program, Summer Food Service Program, Special Milk Program and Child and Adult Day Care Programs. Evaluates data and makes recommendations for program improvement and compliance with federal and state regulations.
- Participates in the establishment of bureau short and long term goals.
- Visits schools, sponsors and sites to review nutrition education standards and practices according to federal and state regulations, and makes recommendations for systems development. Writes plans for corrective action or program.
- Reviews both federal and state legislation and regulations for the purpose of implementing food service and nutritional programs. Confers and collaborates with appropriate personnel to develop child nutrition education programs of instruction, education and training programs including school nutrition curriculums and regulatory requirements throughout the state.
- Organizes, plans and convenes conferences, seminars and workshops to improve teacher and food service personnel performance as it relates to nutrition, regulation compliance and food service management.
- Integrates work with inter- and intra-agency staff, committees and departments and makes contacts with the general public as necessary to promote good nutrition practices.
- Coordinates the work of the bureau review staff to ensure consistency of program services and training. Works with staff to prepare, develop and create documents, policies and procedures necessary to monitor federal programs, grants and state contracts.
- Assists in the preparation and monitoring of federal nutrition education grants and subsequent contracts as needed to implement the federal state plan and to enhance professional development opportunities throughout the state.
- Directs the upgrade and viability of the bureau educational resource on-line library, which includes materials for food service professional development, nutrition education curriculums, research and activities training materials. Assists in designing the next generation of technological systems to distribute these materials.
MINIMUM QUALIFICATIONS:
Education: Possession of a Master of Education, Nutrition, Public Health or related field from a recognized college or university, plus fifteen (15) additional hours of approved graduate study in education or its equivalent obtained subsequent to the Master’s degree. Accepted workshops, seminars and training sessions may be substituted for up to nine (9) of the fifteen (15) hours of approved graduate study obtained subsequent to the Master’s degree. Internships may be accepted as meeting the fifteen (15) hours of approved graduate study obtained subsequent to the Master’s degree. Applicants using this equivalency method will be evaluated by the Department of Education subject to approval by the Division of Personnel.
Experience: Four years’ experience in the field of education, two years of which must be experience in the field of food service management, nutrition education, public health or other public employment in a related field.
License/Certification: Eligibility for New Hampshire Educational Certification.

Education Consultant III
The New Hampshire Department of Education, Division of Instruction - Bureau of Special Education is seeking applications for a full time Education Consultant III to assist in the administration and supervision of the work of the Bureau of Special Education. In addition, the Education Consultant will oversee the development, implementation and monitoring of policies, procedures and programs in all areas for which the Bureau of Special Education has responsibility as well as supervise the statewide program approval and focus monitoring for the Bureau.
ACCOUNTABILITIES:
- Develops and monitors statewide policies, goals and objectives for special education programs for all students with disabilities.
- Develops, implements and monitors policies and procedures governing in-state services for students with severe emotional disturbance as required by RSA 186-C:22.
- Coordinates and approves requests for funds from public and private sources to support the mission and goals of special education.
- Assist in the development of a database to integrate the data from multiple data systems in order to evaluate and analyze it and to formulate current and long-range solutions or strategies for the education of students with disabilities.
- Supervises the analysis and approval of applications for grant funds to support research, planning, implementation and evaluation of projects in the education of students with disabilities.
- Evaluates the operation of Program Approval and Focus Monitoring to provide efficiency, effectiveness, and congruence with Bureau and agencies goals; service agency resources and allocates Bureau resources in order to fulfill the mission on the Bureau.
- Oversees the performance of contracted service providers doing program approval and provides supervision, support and training to assigned staff of the Bureau of Special Education.
- Identifies legislative requirements, develops proposed legislation and testifies on legislative bills for the purpose of explaining the relationship of proposed legislation to agency goals and objectives.
- Represent the department on various boards and committees, which support the goals of the department concerning the provision of Special Education services, as required.

Education: Possession of a Master of Education degree from an approved college or university, or a Master's degree in Special Education, plus thirty (30) additional hours of approved graduate study in the field of education or its equivalent. These additional hours of approved graduate study must be obtained subsequent to Master's degree. Accepted workshops, seminars and training sessions may be substituted for up to eighteen (18) of the thirty (30) hours of approved graduate study obtained subsequent to the Master's degree. Internships may be accepted as meeting the fifteen (15) hours of approved graduate study obtained subsequent to the Master's degree. Applicants using this equivalency method will be evaluated by the Department of Education subject to approval by the Department of Personnel.

Program Specialist I – Office of School Health Services

The New Hampshire Department of Education, Division of Instruction – Office of School Health Services, is seeking applications for a part-time temporary Program Specialist I to research and review information for use in writing program policies, procedures and regulations and to provide technical support for NH school health Personnel.
ACCOUNTABILITIES:
- Reviews and researches regulations, laws, plans, and policies for use in development of new policy or to provide assistance to Department staff or the public.
- Collects data relative to school nursing and school health services.
- Assists in moderating a state-wide list serve for school health services personnel in NH.
- Responds to questions via telephone or email from anyone in school communities seeking assistance about school health related issues as appropriate, or refers to supervisor.
- Develops and prepares policy or procedural manuals, reports and publications related to school health issues according to established guidelines and procedures.
- Monitors and updates files of current state and federal regulations, agency policies, and procedures.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a recognized college or university with major study in nursing, human services, education, public health or related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Two years of professional or paraprofessional experience in nursing, human services, public health, education or related field, with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.
Preferred Qualification: Registered Nurse
License/Certification: Eligibility for New Hampshire driver’s license for travel throughout the state.
