CERTIFICATION

 

A. Paraprofessionals

Please be advised that the new standards for paraprofessionals are in effect. As we move forward, paraprofessionals will fall into 2 groups; Paraprofessional I and Paraprofessional II. Since Paraprofessional II is intended to align with NCLB, Paraprofessional II will require at least an associate's degree or equivalent, or successful completion of option C, an assessment opportunity that meets the rigor of Title I at a 2nd year college level.

 

Packets for paraprofessional renewals will be sent out to superintendents in the next week. The distinction between Paraprofessional I and Paraprofessional II will be included in the packet.

DATA ISSUES

 

A.  i.4.see Initiative and the Process to Request SASIDs (state assigned student identifier)

Reminder - School districts need to request SASIDs for all students prior to June 10.  If you have not already done so, please submit your request for SASIDs. Go to www.ed.state.nh.us/i4see to submit your file or email i4seehelp@ed.state.nh.us with questions.  Once you receive SASIDs for your students, in addition to adding the SASIDs to your student information system, you should add the SASID to each student's folder.

B.  Reports due

A reminder that the 2005-06 School Calendars and Teacher Salary Schedules were due back to Information Services by June 1.

ESEA (No Child Left Behind Act)

 

A.  Highly Qualified Teachers

The NH Educator Survey is online at www.ed.state.nh.us/essweb and should be completed by July 1, 2005. For technical questions, please contact Adam Heard at 271-5449 or aheard@ed.state.nh.us . This is an online survey that reports the percentages of classes taught by highly qualified teachers.

B.  IPT scores

Please notify ESOL test administrators inputting IPT scores online in the Education Statistics System (ESS) that they may input data without having the ESOL student's SASID (State-Assigned Student Identifier) number.  Not all students have been assigned a SASID, and these numbers may be inputted next fall.  ESS Certification by superintendents may be completed (deadline June 3) without the numbers.  This year, be sure to have teachers include all exited ESOL students in the 2-year monitoring period, inputting 999 for their scores, which will result in an automatic fluent/competent designation in ESS.

C.  State, District and School Annual Report Card

The District Profiles found on the Department Website have now been updated to include the 2003-2004 Annual NCLB Report Card. Please leverage this site to help meet your NCLB reporting requirements.

FUNDING ISSUES

 

A.  Annual Request for Federal Special Education Funds

The Bureau of Special Education has issued the Annual Request for Federal Special Education Funds Fiscal Year 2006. Significant changes have been made to the application under IDEA '04: Early Intervening Services and consultation with representatives of private schools located with the LEA. The application is available at the Bureau website at www.ed.state.nh.us/sped under "documents available."

B.  New Hampshire Application for Federal Funds under IDEIA 2004

May 16, 2005: The New Hampshire Application for Federal Funding is available for review at the New Hampshire State Library and at the Bureau of Special Education website: www.ed.state.nh.us/sped under "documents available." Review of the Application shall be available for the next sixty (60) days with public comment open for the next thirty (30) days.

C.  School Building Aid: 

  1. The supplemental appropriation for the 2005 shortfall in School Building Aid has been signed by the Governor.  Districts should be receiving their checks soon.
  2. A signed copy of the annual School Building Aid verification, Building Project Status Report Payment Schedule for FY 2005-06, was due from all districts by April 15th.  Please submit any forms not yet returned.
  3. Districts eligible for increased School Building Aid under the alternate formula, RSA 198:15-v, must ensure that bonds are sold after July 1, 2005 in order to receive School Building Aid at the higher rate.
  4. RSA 198:15-c requires that approval of construction be received prior to the start of construction.  Department of Education approval of construction projects is indicated on Form A24PA.  Districts should not begin construction work if the A24PA has not been received.

INITIATIVES

 

A.  Content Support Institute

The Department will be conducting a Content Support Institute during the period July 25-29, 2005. This pilot program will enable a limited number of district teams to develop and map their local process toward aligning the district's curriculum with the Grade Level Expectations.  Information for individuals and teams to register has been sent to team contacts and can be found at http://www.ed.state.nh.us/education/doe/organization/accountability/AccountabilityNotices.htm.

DEPARTMENT STAFF UPDATES

 

Sarah Fox has joined the Bureau of Special Education as a Consultant as co-liaison for Program Approval. Sarah can be reached at 271-3776 or sfox@ed.state.nh.us.

 

Jan McLaughlin, Science Consultant, has been elected to the board of directors of CSSS (Council of State Science Supervisors, affectionately called C S cubed). This is a three-year term where Jan will have the responsibility of helping to guide the group. She will have access to science educators and policy makers at the highest levels.

A.  Constructive Classroom Rewards: Promoting Good Habits While Protecting Children's Health

Schools in our state have made tremendous progress in a variety of areas targeting obesity like creating healthier vending machines, encouraging physical activity and improving school lunches. Many school personnel have an awareness that using food as a reward for good performance is not prudent but still may do this occasionally, or perhaps more often than that. There is a document on the web: www.cspinet.org/nutritionpolicy/constructive_rewards.pdf that explains this issue in brief but then offers numerous examples of beneficial and inexpensive rewards for children in a variety of categories.

B.  Each School Board Must Adopt a Daily Physical Activity Policy

Ed 310 went into effect April 5, 2005. This rule states "Each local school board shall adopt a written policy relative to developmentally appropriate physical activities and exercise." A complete copy of the rule can be found at: http://www.ed.state.nh.us/education/laws/ed310.htm. This is just one component of obesity prevention, and general health promotion.

C.  Local Wellness Policies

According to recently passed federal Child Nutrition Act Reauthorization, each local educational agency participating in USDA's school meal programs must establish a Local Wellness Policy. The policy must be in place by the beginning of School Year 2006-2007. D.  Manual for Planning and Construction of School Facilities

A draft revision of the 1975 Manual for Planning and Construction of School Facilities is available on our website at www.ed.state.nh.us/buildingaid. Copies will be sent to all SAUs on a CD.  The manual will remain in draft form for about one year during which time users will be requested to submit comments to the Office of School Building Aid.

E.  Math Problem Solving for Middle School Students with Disabilities

This resource comes from the Access Center for Improving Outcomes for All Students K-8, a national technical assistance center funded by ED's Office of Special Education Programs. It shares strategies from "Solve It!", a program designed to teach the necessary cognitive and metacognitive processes and strategies that good problem solvers use. OTHER

 

A.  Building Preparations for Summer

Hot humid summer days provide the ideal environment for mold growth, especially in buildings that are closed up tight.  Buildings that are not used during the summer months should be checked frequently, and within 24 hours of a heavy rain.  Leaks need to be repaired immediately.  Good ventilation and air movement should be maintained.  Avoid shampooing carpets on hot humid days and on Fridays.  Any mold that does develop should be immediately removed using procedures recommended by the EPA.  Copies of the EPA instructions are available from the Office of School Building Aid.  Other summer tips are available on the department website at www.ed.state.nh.us/buildingaid.

B.  Community Forums on Early Childhood and Family Outcomes

The Cornerstone Project announces a statewide series of Community Forums and urges you and members of your community to attend a forum in your area. You will have the opportunity to review the draft early childhood and family outcomes developed by the project to date and to provide your reactions and input.  The input from the forums will inform decisions on what child and family outcomes will be used to determine the effectiveness of NH's FCESS and Preschool Special Education programs. C.   NH Excellence in Education Awards Celebration ("ED"ies)

The Twelfth Annual "ED"ies Awards Celebration honored the many examples of excellence in New Hampshire education Saturday, June 4. Over seven hundred educators and friends of education gathered to watch thirty-eight exemplary educators, volunteers, partnerships and schools from across New Hampshire as they were presented with "ED"ie awards at the Excellence in Education Awards celebration. D.  American Stars in Teaching

The U.S. Department of Education plans to again honor classroom teachers and the teaching profession by recognizing the 2005 American Stars in Teaching. The Department is seeking information about teachers who are improving student achievement, using innovative strategies, and making a difference in the lives of their students. Teachers across all grade levels and disciplines will be honored next fall. One teacher or team from each state will be recognized for the outstanding job he or she is doing in the classroom.
